The background to Set2Build

From safety-culture implementation to a system that keeps change moving.

Set2Build grew out of practical work with construction companies in Israel, and from a simple insight: real cultural change needs more than training, policy, and declared commitment. It needs a daily framework that connects the field, feedback, and company leadership.

Set2Build did not begin as an abstract software idea. It grew out of practical experience implementing cultural change in the Israeli construction industry, especially through work connected to the Safety Stars Program from its early stages.

This page explains the professional background behind the system: not as a biography, but as the reason a dedicated technology and management layer was needed to sustain what a deep change program tries to create on construction sites.

The Safety Stars Program

In 2020, the Safety Stars Program began its implementation in the Israeli construction industry. Its vision is that safety should advance a culture of excellence and zero failures in planning and execution.

The program was designed to create a deep cultural shift across the construction sector and among the many organizations surrounding this complex industry. It was conceived by engineer Mati Revivi and launched through the Israel Builders Association, under the leadership of the national safety headquarters.

From its first day, the practical development and implementation of the program has been carried out by Tzomet Safety, with the support of national and industry funds dedicated to improving safety and developing the construction sector in Israel.

The team that built the first tools

The core Tzomet team during the program's trial and early industry adoption included Dr. Yossi Shuv, Prof. Micha Popper, Zeev Raz, and Emanuel Rosenzweig.

Because the cultural change required in construction has strong similarities to the transformation that aviation has undergone over the past decades, Tzomet integrated many pilots into the program. They taught its principles and mentored field teams on construction sites, based on the understanding that excellence and safety are not created by procedures alone. They require professional language, operational discipline, mentoring, and consistent management practice.

Emanuel's role in development and implementation

Emanuel Rosenzweig was a partner in Tzomet Safety during the early development and implementation of the Safety Stars Program. His work focused on developing the program's practical tools, training mentors, creating management tools, and supporting construction companies where implementation was more complex and demanding.

That work created a close understanding of construction-site reality: pressure, high team turnover, gaps between company policy and actual field behavior, and the difficulty of sustaining new habits over time, even when a company is genuinely committed to change.

The gap seen in the field

As implementation progressed, one point became increasingly clear: this kind of change needs a continuous layer of measurement, control, evaluation, and feedback.

The changes required from construction site managers are not simple. They touch the way managers engage workers in responsibility for safety, strengthen confidence and self-respect, create cooperation, reinforce the right behaviors, improve communication and body language, and maintain daily awareness routines.

In such a dynamic and varied environment, policy and leadership are essential, but they are not enough. Sustained cultural change requires a committed framework that repeats every day, makes field reality visible, and creates feedback that brings managers and teams back to the right standard.

Why Set2Build was created

In 2023, Emanuel left the group and turned to developing a system and technology that could support long-term implementation of the Safety Stars Program and help construction companies maintain momentum for continuous improvement.

Set2Build was created to support cultural change that requires a change in habits and mindset. It does this through a clear daily reporting framework, personal feedback that helps managers improve, and a management view that helps company leadership understand where policy is truly alive in the field and where reinforcement is needed.

Reporting creates the framework. Feedback turns it into learning. Management visibility helps leadership sustain the change over time.

The system does not replace the Safety Stars Program, and it does not replace management leadership. It is intended as an implementation layer that connects the method, the field, and company management: a tool that strengthens field teams on one side, and gives leadership a practical, current picture on the other.

From field experience to system

Since 2024, this layer of measurement, feedback, and implementation has been tested in the field with one of Israel's large construction companies. That practical work led to the method and technology now offered under the Set2Build brand.

The intention is straightforward: help construction companies that already understand the importance of cultural change hold it over time, turn it into a working rhythm, and give managers practical tools to improve inside the complex reality of an active construction site.
